Eastern Zone Project Office

INTRODUCTION:

The Eastern Zone Project Office (PPZR) is located in Kuala Terengganu, which is one of the project offices under the Development Plan Division, PLANMalaysia or previously known as the Town and Country Planning Department of Peninsular Malaysia since 2000. PPZR was then known as the Terengganu State Development Plan Unit (URPNT). Towards enhancing its role and functions and also in line with the restructuring of the Department's organization, URPNT was renamed as the Kuala Terengganu Project Office (PPKT) in 2003 and finally, as the Eastern Zone Project (PPZR) office in 2008. In 2019, URP Kuantan and URP Kota Bharu were placed together under the Eastern Zone Project Office (PPZR).

The Eastern Zone Project Office (PPZR) is responsible for the preparation of the Structure Plan, Local Plan, Special Area Plan and other studies especially involving areas located in the State of Kelantan, Terengganu and Pahang.

ROLE:

  1. To prepare a Structure Plan for the State Authorities of Terengganu, Kelantan and Pahang as a strategic guide on land use and development to enhance the development systematically and as environmental improvement measures;
  2. To prepare a Local Plan for the areas within the Local Authorities of Terengganu, Kelantan and Pahang as a guide for the implementation of policies and proposals in the Structure Plan;
  3. To prepare a Special Area Plan that involves the proposed development plans and the actions to undertake for issues that require immediate review in Terengganu, Kelantan and Pahang;
  4. To plan and execute quality improvement programmes and development plan procedures improvement programmes to achieve higher quality outputs including the preparation of manuals and assessment programs;
  5. To manage and coordinate planning information in Pahang, Terengganu and Kelantan.
  6. To prepare monitoring reports and outcome assessments on the Structure Plan/Local Plan/Special Area Plan which have been gazetted in Pahang, Terengganu and Kelantan.
  7. To implement Total Quality Management (TQM) activities to create an excellent work culture towards improving productivity.

Other roles:

  1. To manage physical progress, financial and quality of consultant inputs as well as deputy/technical support services;
  2. To implement skills enhancement programmes based on the aspects of planning/management professionalism and in the field of ICT and E-Government;
  3. To formulate a list of programmes and to provide budget estimates of the Development Plan studies for Malaysia’s Five-Year Plan and the semi-term studies of P43 and B43;
  4. To develop and update the planning information system for the zone through the preparation of development plans; and
  5. To provide advisory services/expertise in development studies conducted by other agencies which are involved in the areas within the zone.


FUNCTIONS OF UNIT:

  1. Development Plan Unit (URP 1 – 5): -
  • To prepare a Structure Plan for the State Authority as a strategic guide on land use and development to enhance the development systematically and as environmental improvement measures;
  • To prepare a Local Plan for the areas within the Local Authority as a guide for the implementation of policies and proposals in the Structure Plan;

  • To provide advisory services/expertise in development studies conducted by other agencies which are involved in the areas within the zone.


    ii. Monitoring Unit: -
  • To prepare monitoring reports and outcome assessments on the Structure Plan/Local Plan/Special Area Plan which have been gazetted.


    iii. Information Coordination and Planning Unit: -
  • To develop and update the planning information system for the zone through the preparation of development plans.


    iv. Administration Unit: -
  • To manage and process memos and mailing matters;
  • To manage and record letters and memos into the correspondence register book for office records; and
  • To manage and update file systems and records from time to time for the use of officers and office staff.
