National Physical Planning Division
INTRODUCTION:
The National Physical Planning Division (BRFN) was established based on the restructuring of PLANMalaysia’s organization which took effect on 1 January 2003. This unit was formerly known as Spatial Unit which also included the Corporate Planning Unit.
ROLE:
- Formulate a strategic and integrated National Land Use framework.
- Formulate the National Urbanization Policy (NUP) to guide and coordinate urban planning and development to be more efficient and systematic.
- Act as the secretariat for the National Physical Planning Council (NPPC) which is chaired by the Prime Minister.
- Formulate the National Rural Physical Planning Policy to drive the nation’s rural development which complements the national physical development system.
FUNCTIONS OF UNIT:
- National Physical Plan Unit: -
- To prepare and review the National Physical Plan;
- To coordinate and monitor the implementation of the National Physical Plan;
- To monitor the implementation of policies;
- To monitor the land use changes in accordance to the National Physical Plan classification;
- To prepare the National Physical Plan Implementation Report and table it to the National Physical Planning Council;
- To prepare policy papers, reports and studies related to the National Physical Plan;
- To manage the National Physical Plan information system;
- To provide input for policymaking and feedback on global agenda and regional matters;
- To provide input and expertise to national and state agencies and committees at the Federal and State levels on strategic issues of national interest;
- To establish cooperation with other agencies in implementing the National Physical Plan and related policies;
- To disseminate, consult and publicize the National Physical Plan and other related policies;
- To provide expert physical planning advice in the formulation of the Five-Year Malaysia Plans (FYMP); and
- To serve as secretariat for the National Physical Planning Council (NPPC) and other committees relating to the National Physical Plan.
ii. National Urbanisation Policy Unit: -
- To formulate the National Urbanisation Policy (NUP);
- To conduct publicity activities and dissemination of information on the NUP;
- To coordinate and monitor the implementation of the NUP;
- To prepare monitoring and implementation report on NUP once a year;
- To develop and manage the Implementation Monitoring System for NUP;
- To establish cooperation with other agencies in the implementation of the NUP;
- To review the NUP every ten years or when directed by the NPPC;
- To conduct studies on urbanisation;
- To provide expertise services to other agencies on matters related to urbanisation;
- To serve as secretariat for the NUP Coordinating Committee; and
- To prepare memorandum papers for the NPPC/Cabinet in relation to urbanisation policies.
iii. National Rural Physical Planning Policy Unit: -
- To prepare the National Rural Physical Planning Policy;
- To provide input in the formulation of the National Rural Transformation Programme;
- To provide input and expertise to federal and state agencies in dealing with strategic issues of rural physical planning and land use;
- To establish cooperation with federal and state agencies pertaining to rural planning;
- To conduct studies on the physical profiles of villages;
- To initiate and undertake necessary rural physical planning research; and,
- To provide technical advisory services in rural studies conducted by the Ministry of Housing and Local Government and Ministry of Rural Development.
iv. Land Readjustment Unit/ National Physical Planning Council Unit: -
- To prepare a planning programme and coordinate the implementation of land readjustment projects;
- To identify potential sites for land readjustment projects;
- To prepare and promote the Land Readjustment Project Preparation Manual;
- To conduct studies on land readjustment project implementation plans at suitable regions;
- To prepare policy papers, reports and studies on land readjustment;
- To assist in the supervision of land readjustment project legislation frameworks;
- To conduct briefings and training on land readjustment projects;
- To provide advisory services and expertise to other agencies preparing land readjustment projects;
- To prepare cabinet memorandums and National Physical Planning Council papers on the implementation of the land readjustment system;
- To be a member of the Management Consultancy Committee of project developers in the implementation of land readjustment projects;
- To serve as secretariat for the Land Readjustment Expert Committee;
- To announce and publicise the land readjustment system and project implementation in Malaysia;
- To act as the secretariat for the NPPC Technical Committee Meeting which is chaired by the Director General of PLANMalaysia;
- To act as the secretariat for the NPPC Working Committee Meeting which is chaired by the Secretary General of the Ministry of Housing and Local Government;
- To serve as the secretariat for the National Physical Planning Council Meeting which is chaired by the Prime Minister; and
- To manage and update the NPPC database and the e-MPFN system.
