Functions of the Department
In ensuring the ideal use, development, and conservation of land, PLANMalaysia plays a role through its functions at three levels of the government: federal, state and local.
 
Functions at Federal Level
 
• To advise the Federal Government on all planning matters related to the use and development of land;
• To act as the Secretariat to the National Physical Planning Council (NPPC) formed under the Town and Country Planning Act 1976 (Act 172);
• To encourage comprehensive, effective and efficient planning through planning laws, research, procedures and planning rules;
• To translate national socio-economic and environmental policies into physical and spatial strategies/forms;
• To assist state governments, local authorities and government agencies in preparing Development Plans;
• To undertake, monitor, update and publish statistics, bulletins, monograph and other rules and regulations related to town and country planning; and
• To monitor, update and coordinate the national land use database.
 
Functions at State Level
 
• To act as the main advisor to the State Government in all planning matters, and coordinating the implementation of Act 172;
• To serve as the Secretary to the State Planning Committee formed under the Town & Country Planning Act 1976 (Act 172);
• To facilitate the development and monitoring of State development plans;
• To assist in planning special projects managed by the State Government;
• To conduct research and development studies on urban and rural planning;
• To facilitate, assist and encourage the collection, updating and publication of statistics, bulletins, monographs and other publications related to town and country planning and its methodology; and
• To prepare, update and coordinate the State land use data base.
 
Functions at Local Level
 
• To regulate, control and plan the development and use of all lands and building within the areas of the Local Planning Authority;
• To facilitate and monitor the development within the areas of the Local Planning Authority through the implementation and regulation of Development plans;
• To manage, assist and encourage the collection, updating and publication of statistics, bulletins, monographs and other publications related to town and country planning and its methodology; and
• To carry out related tasks assigned by the State Authority or the State Planning Committee.
