Central Zone Project Office

INTRODUCTION:

In accordance with the restructuring of the Department's organization in 2008, the Kuala Lumpur Project Office was renamed as Central Zone Project Office (PPZT). PPZT is placed under the management of the Deputy Director-General (Planning) and is responsible for the preparation of the Development Plan (Structure Plan, Local Plan and Special Area Plan) for the State of Selangor and Perak.

ROLE:

  1. To prepare a Structure Plan for the State Authorities of Selangor and Perak as a strategic guide on land use and development to enhance the development systematically and as environmental improvement measures.
  2. To prepare a Local Plan for the areas within the Local Authorities of Selangor and Perak as a guide for the implementation of policies and proposals in the Structure Plan.
  3. To prepare a Special Area Plan that involves the proposed development plans and the actions to undertake for issues that require immediate review in Selangor and Perak.
  4. To plan and execute quality improvement programmes and development plan procedures improvement programmes in order to achieve higher quality outputs including the preparation of manuals and assessment programs.
  5. To prepare monitoring reports and outcome assessments on the Structure Plan/Local Plan/Special Area Plan which have been gazetted in Selangor and Perak.
  6. To implement Total Quality Management (TQM) activities to create an excellent work culture towards improving productivity.


FUNCTIONS OF UNIT:

  1. Development Plan Unit: -
  • To prepare a Structure Plan for the State Authority as a strategic guide on land use and development to enhance the development systematically and as environmental improvement measures;
  • To prepare a Local Plan for the areas within the Local Authority as a guide for the implementation of policies and proposals in the Structure Plan;
  • To prepare a Special Area Plan that involves the proposed development plans and the actions to undertake for issues that require immediate review;
  • To plan and execute quality improvement programmes and development plan procedures improvement programmes in order to achieve higher quality outputs including the preparation of manuals and assessment programs; and
  • To provide advisory services/expertise in development studies conducted by other agencies which are involved in the areas within the zone.


    ii. Malaysian Urban Observatory Unit (MUO): -
  • To implement the development and direction of the execution of the Malaysian Urban Observatory System (MUO) and system operation at the national level;
  • To establish collaboration through Collaboration Note/MoU with relevant agencies on MUO data; and
  • To provide advisory and technical services to agencies which intend to create a State Urban Observatory (SUO) or Local Urban Observatory (LUO).


    iii. Smart City Unit: -
  • To enact Standards related to smart cities and carry out Smart City ratings;
  • To act as the secretariat for the Technical Committee on Sustainable Cities and Communities (TC/D/29) with the Department of Standards Malaysia;
  • To formulate the Smart City Planning Guidelines as the main reference in the development of smart cities at the four (4) levels of national planning;
  • To provide advisory services (advisory role) in the preparation of the Blueprint / Smart City Action Plan for the State Government and Local Authority; and
  • To implement and engage in smart city awareness programmes.


    iv. Monitoring Unit: -
  • To prepare monitoring reports and outcome assessments on the Structure Plan/Local Plan/Special Area Plan which have been gazetted.


    v. Information Coordination and Planning Unit: -
  • To develop and update the planning information system for the zone through the preparation of development plans.


    vi. Administration Unit: -
  • To manage and process memos and mailing matters;
  • To manage and record letters and memos into the correspondence register book for office records; and
  • To manage and update file systems and records from time to time for the use of officers and office staff.
